Due to the way GEM works, I think we should leave the right mouse button
alone since it lets you click on background windows.

In a non-modal dialog handler you have to track the mouse anyway. However,
I think the simplest way of implementing this is via the OS or LTMF. Maybe
Geneva and MagiC can add this feature in future versions.

I agree, but you can add it to the OS by installing LTMF.
